INSTRUCTOR:
Sergeant Bruce R. Talbot retired in 2002 after 25 years of police service and has become a noted national speaker on the topic of gateway drugs. Sergeant Talbot's specialty is teaching drug and alcohol recognition classes across the country for corporations such as Alcoa, K-Mart, John Deere, WW Grainger and ACE Hardware.  He has been a guest instructor at the Connecticut, Rhode Island, Indiana, Massachusetts, Idaho, and Louisiana State Police Academies and Northwestern University's prestigious Traffic Institute.  Sergeant Talbot is the lead drug and alcohol instructor for Northeast Multi-Regional Training, which is responsible for police officer in-service training for the nine Chicago collar counties. He was the charter drug and alcohol instructor for the Suburban Police Academy at the College of DuPage.    
                                                                                                                                   
COURSE CONTENT:        
This one day course addresses the latest trends in substance abuse, including the dramatic shift towards recreational prescription drug use and addiction known as "Poly-pharming." Special emphasis will be placed on new state drug laws, drug user demographics, concealment techniques, and enforcement recommendations. Drugs to be discussed include:
- Black tar heroin, Cheese, narco-pops, OxyContin, and Fentanyl
- Stimulants: Ice, Cat, Yaba, and cocaine
- Over the counter drugs of abuse: DXM (e.g. "Pink Snurfs"), and Diphenhydramine
- Botanicals: Salvia, Kratom, and Woodrose, Yopo.
- New forms of cannabis such as Delta-6 THC, "Firecrackers", and Green Dragon

This class is ideal for any patrol officer, investigator, or supervisor working in school resource, DARE/GREAT, Stand Tall for Drug Free Schools, crime prevention, narcotic, or gang divisions.

COURSE CONTENT: Instruction will begin by covering the basic theoretical and practical aspects of Crisis Negotiation with emphasis on Homeland Security. This will serve as the framework for overall instruction. As the class progresses, more detailed instruction will be added to augment the gathering of information building on the foundation that has been laid in previous instruction blocks. Instruction will conclude with the attendees having the opportunity to conduct their own crisis/negotiation operation given a set of facts taken from other incidents. Each attendee will continue the same scenario as the previous attendee(s).

COURSE DESCRIPTION: This is the same course as taught at the Illinois State Police Academy. This course covers the entire Illinois Vehicle Code and the Illinois Supreme Court Rules concerning bonding procedures. If you are an officer with patrol duties, returning to patrol form another assignment, part-time, or just need a refresher B this course is for you. 
 
In this course special attention will be given to the strict construction of the wording of traffic laws, procedures for charging an traffic offense, the major differences in enforcing violations of state laws and city ordinances, the application of Miranda warnings to traffic cases, the most frequent problems encountered in traffic enforcement, and clearing up common bonding misconceptions and errors.

Donald L. Hays has 28 years experience as a Lawyer and Trainer with the State of Illinois and has taught and continues to teach at most of the MTU's in the State. In 2008, Mr. Hays retired from the State's Attorney Appellate Prosecutors Office where he held the title of Senior Staff Counsel.  
 
COURSE CONTENT:
This presentation will feature an analysis of the current Illinois law with respect to Sex Offenses and Offenders. Included will be discussions of the most recent legislation and case law dealing with these topics. An analysis of the current status of the Sex Offender Registration Act; the Sex Offender Community Notification Act; the Sexually Dangerous Persons Act; and the Sexually Violent Persons Commitment Act.  The latest additions to and amendments of Illinois’ Sex Offense and Sex Offender laws will be listed and analyzed. Additionally, the latest cases dealing with Sex Offenses and Sex Offenders will be listed and analyzed.

INSTRUCTOR:                    David W. Carter, CCSI, CBPE
Mr. Carter is a retired Master Sergeant with the Illinois State Police, having served 26 years. Mr. Carter was a supervisor of crime scene operations for 35 counties in Illinois. He has provided education and technical expertise in: firearms wound dynamics, ballistics, firearms, fingerprinting, footwear and photography. Mr. Carter is certified as a Crime Scene Technician through the International Association for Identification.
 
COURSE CONTENT:
This class covers photographic capabilities and limitations as they relate to crime scene processing. Basic concepts of digital photography such as aperture, shutter speed, depth of field, and exposure control are reviewed. Students learn the basic photographic techniques required to adequately record a crime scene. Flash photography and close-up photography as they relate to forensics are discussed. Students participate in numerous photographic exercises and the resulting images will be evaluated, with the students receiving immediate feedback.
 
Students need to bring their own photographic equipment and user manuals, if possible. Current trends of digital photography in forensics will be discussed.
